BRFF is made up of all 10 water-users groups in the Dumaresq, Macintyre & Barwon Rivers and the Macintyre Brook.

These groups each elect representatives to sit on the BRFF General Committee. The General Committee meets quarterly and determines the policy direction of the organisation.

From the General Committee, a Management Committee is elected that meets monthly and manages the day-to-day activities of the association and directs the work of the Executive Officer and any other members representing BRFF, such as office-bearers.

Funding is from voluntary subscription on water entitlement-holders in the Border Rivers.

Associate Members, made up of supportive local businesses, also make a valuable financial contribution.
